There's an anecdote that this was because Norlin Industries, Gibson's parent company at the time, cut costs by painting the Gibson logo onto a mother-of-pearl plate instead of cutting it out and embedding it into the headstock. This made it difficult to reproduce the dots, so they omitted them.

You can see that the paint has peeled off, revealing the mother-of-pearl blocks underneath.
